Administrative History

When the National Council of Churches was formed in 1950 three of its four main program divisions were essentially the heirs to a single major interdenominational agency. The Division of Foreign Missions continued the work of the Foreign Missions Conference of North America; the Division of Home Missions continued the work of the Home Missions Council; and the Division of Christian Education that of the International Council of Religious Education. The fourth division was an umbrella housing beneath it seven departments of the former Federal Council of Churches: International Justice and Goodwill, Pastoral Services, Evangelism, Race Relations, Christian Social Relations, Church and Economic Life, and the Commission on Worship. It was given the name, familiar in ecumenical usage since the 1920's and referring to the "non theological" activities of the church, Division of Christian Life and Work. In a "Draft Memorandum on its Nature and Task" of 1951 the DCLW declared: "The other three Divisions of the Council... have specific functions, indicated by their names and the functions of the denominational boards whose interests they serve. In comparison, the functions of the DCLW are more general."

The DCLW differed from the other divisions in more than function. The other three divisions had, as the Memorandum notes, "counterpart" agencies in the denominations which made up the National Council of Churches. These counterparts, which included some denominations not members of the Council as such, were a regular source of divisional funding. The DCLW and its successor, however, were in an almost continuous state of financial crisis. This problem was one of the reasons for the remarkable flux of DCLW's organizational chart. The Division's successive Executive Secretaries were major figures in the life of the NCC: Roswell P. Barnes (1950-1953), R.H. Edwin Espy (1954-1957), and C. Arild Olsen (1957-1965), who had served as Associate to both Barnes and Espy.

In 1965 the Division of Home Missions was dissolved. Its functions, together with those of the DCLW, were taken over by a new Division of Christian Life and Mission. The former Executive Secretary of the DHM assumed the same position in the New DCLM. Jon Regier served as Executive Secretary of the DCLM until it in turn was dissolved in the radical restructuring of 1972, when most of its functions were assumed by a new Division of Church and Society. An organizational table of the DCLM in 1972, together with brochures indicating the major functions of the DCLW and DCLM are included in this folder. Coming into existence in the mid-1960's, the DCLM under Regier's leadership laid increasing heavy emphasis on two fields of the church's mission, race and poverty. A memorandum included in this folder suggests this direction.

The Department of International Affairs (Series II) "is responsible for working with the churches to discern and articulate in thought and action a Christian witness concerning international matters relating to freedom, justice, order and human welfare in order to achieve greater realization of those conditions which make for peace among men and nations." The activities of the Department included: preparation of the World Order Day message; convening of World Order Study Conferences; participation in overseas goodwill missions; presentation of testimony before committees of the United States Congress; acting as a liaison to the United Nations for the churches; providing information and convening seminars about the United Nations; and educating the clergy and laity about international affairs.

The Department began in 1950 as the Department of International Justice and Goodwill, the name it was known by under the Federal Council of Churches. In 1955 the name was changed to the Department of International Affairs. With the NCC reorganization of 1965 the Department became a unit of the new Division of Christian Life and Mission, and for the years 1965 and 1966 it was known as the International Affairs Commission. In 1972 the Department of International Affairs became part of the Division of Church and Society.

Walter W. Van Kirk was executive director of the Department from 1950 until his death in 1956. He was replaced by Kenneth L. Maxwell who was executive director until 1966. Robert S. Bilheimer was executive director from 1967 to 1973. The associate executive directors included Ernest W. Lefever, 1952-1955; Kenneth L. Maxwell, 1956-1957; Darrell D. Randall, 1958-1961; Leonard J. Kramer, 1963-1966; and Kurtis F. Naylor, 1967-1973.

In 1965 when the Division of Christian Life and Mission was created, four umbrella departments were placed under it. One of these was the Department of Church and Society. In 1967 this department became the Department of Social Justice. The Department of Social Justice helped the churches "to witness to the demands of the Christian Gospel as they relate to freedom, justice, opportunity, order, and human welfare." The scope of its responsibilities included racial justice, religious and civil liberties, social welfare, economic development and opportunity, civil and political responsibilities, urban and rural development, and church-state relations. Administratively responsible to the Department of Social Justice were four commissions (later called committees). These commissions/committees included Church and Economic Life, Racial and Cultural Relations, Religious Liberty, and Social Welfare. (International Affairs was also one of the commissions in 1966.) Each of these committees had previously been independent departments within the NCC. Descriptions of the Committees on Social Welfare and Religious Liberty are found below. Descriptions of the Committee on Church and Economic Life and the Committee on Racial and Cultural Relations are found in Series IV and V of this record group. The Department of Social Justice was abolished in the NCC reorganization of 1972.

Benjamin F. Payton was executive director of the Department of Social Justice in 1967. He was replaced by Charles S. Spivey who was executive director from 1968 to 1970. Robert C. Chapman was executive director of the Department from 1971 to 1972.

The Committee on Religious and Civil Liberty began in 1950 as the Joint Department of Religious Liberty and remained as such until 1953, when it became the Department of Religious Liberty under the Division of Christian Life and Work. It remained a department until 1965, when it became a commission, and in 1967 a committee. In 1969 its name was changed to the Committee on Religious and Civil Liberty. The Committee was concerned with religious liberty, civil liberties, church-state relations, an open society, and an effective government. The Committee has concerned itself with issues such as school prayer, the claim of the Taos Pueblo Indians to their Sacred Blue Lake, and the right of an Iowa Amish community to have its own school. The Committee is also concerned with separation of church and state issues.

Armond D. Willis was executive director of the Joint Department of Religious Liberty from 1951 to 1952. Claud D. Nelson was executive director of the Department of Religious Liberty from 1953 to 1958. In 1961 Dean M. Kelley became executive director, a position he maintained through 1983.

The Committee on Social Welfare was organized in 1950 as the Department of Social Welfare under the Division of Christian Life and Work. It remained as such until 1965 when it became a commission of the Department of Social Justice (in 1967 it was termed a committee). In 1974 the activities of the Committee on Social Welfare were merged with those of the Committee on the Church and Economic Life and renamed Social Welfare and Economic Concerns. The Committee's activities included such things as: conducting National Conferences on the Churches and Social Welfare; counseling state and local councils of churches concerning their social welfare activities; preparing studies and reports about social welfare issues; and providing a channel of communication between the government and the churches on aspects of health and welfare problems.

Beverly M. Boyd was executive director of the Department of Social Welfare in 1951. The acting executive director in 1952 was C. Arild Olsen. Olsen was replaced by William J. Villaume who was executive director from 1953 to 1960. Sheldon L. Rahn was executive director of the Department and later the Committee on Social Welfare from 1961 to 1966. John McDowell was executive director from 1968 to 1973.

When the NCC was established in 1950, one of the units transferred to it from the Federal Council was the Department of the Church and Economic Life. In 1965 the Department became the Commission on the Church and Economic Life under the Division of Christian Life and Mission. In December 1966 the Commission was placed administratively under the new Department of Social Justice, and in April 1967 the Commission was renamed the Program Committee on Church and Economic Life. In 1970 the Committee ceased to exist.

The Committee on Church and Economic Life (Series IV) carried on "study and action programs designed to apply the insights of the Christian faith and ethic to such varied aspects of economic life as labor-management relations, technological development and change, economic power concentration, consumer economics, monetary and fiscal policy, anti-poverty programs, natural resources and population growth." The Department, and later the Committee, through funding from the Rockefeller Foundation published a twelve volume series on the Ethics and Economics of Society. In 1956 and 1962 the Committee sponsored National Study Conferences on the Church and Economic Life. Through a grant the Committee also maintained the Philip Murray Memorial Library of publications concerning ethics and economic life. The Committee always involved prominent trade unionists, industrialists, economists, businessmen, and theologians in its activities — men such as Charles P. Taft, Walter Reuther, Kenneth Boulding, and Noel Sargent.

Cameron P. Hall was executive director of the Department of the Church and Economic Life from 1950 to May 1966. The associate executive director of the Department from 1950 to May 1966 was Elma L. Greenwood. Shirley E. Greene was director of the Committee on Church and Economic Life from June 1966 to December 1968. After Greene's resignation, it seems that Charles S. Spivey, executive director of the Department of Social Justice, served as acting director of the Committee on Church and Economic Life until its dissolution in 1970.

The Department of Racial and Cultural Relations (Series V) was created by the NCC in 1950 as the heir of the Federal Council's Department of Race Relations. The objective of the Department of Racial and Cultural Relations was "to secure full opportunity for all minority racial and cultural groups, in churches, education, employment, housing, recreation, health services, government, and all other aspects of American society." The Department prepared material for Race Relations Sunday, conducted annual Interdenominational Institutes on Racial and Cultural Relations, held annual retreats for denominational workers in the race relations field, and published educational materials such as the Interracial News Service.

As the activities of the civil rights movement intensified, the NCC responded by creating the Commission on Religion and Race on June 7, 1963. This Commission was housed administratively within the Division of Christian Life and Work, but it was directly responsible to the general secretary and the General Board. The Commission on Religion and Race had the following purposes:

To focus the concern, the conviction, the resources, and the action of the member communions in issues of religion and race.
To provide a national interdenominational liaison with interfaith and other concerted efforts.
To focus and mobilize the resources of the units of the National Council of Churches.
To assist the nation to see this crisis in its moral dimension.

The Commission on Religion and Race was a sponsor of the March on Washington in August 1963; supported civil rights legislation; trained student civil rights workers; organized educational programs in voter registration, literacy, and citizenship in the South; served as liaison with secular and religious organizations in the field of race relations; and organized the National Committee of Negro Churchmen.

The Department of Racial and Cultural Relations and the Commission on Religion and Race initially coexisted, shared staff, and cooperated in their activities. In 1965 the Department was renamed the Commission on Racial and Cultural Relations. By the close of 1966 the Commission on Racial and Cultural Relations had been absorbed by the Commission on Religion and Race. The Commission on Religion and Race itself ceased to exist after 1967. From 1968 to 1972 racial issues were handled by a Racial Justice Section within the Department of Social Justice.

The executive director of the Department of Racial and Cultural Relations and the Commission on Racial and Cultural Relations was J. Oscar Lee, who served from 1950 to 1966. The directors of the Commission on Religion and Race were Robert W. Spike, 1963-1965, and Benjamin F. Payton, 1966-1967. The directors of the Racial Justice Section of the Department of Social Justice were Charles S. Spivey, 1968-1969, and Robert C. Chapman, 1970-1972.

The Department of Worship and the Arts was created by the NCC in 1950 to encourage "education which deepens understanding of worship and the fine arts" and to provide "aids for the encouragement of worship, both public and private." The Department regularly engaged in projects of publication, performance, and exhibition. The Department sought the involvement of prominent cultural leaders in its work. Individuals such as Eero Saarinen in architecture, Alfred Barr in art, Robert Shaw in music, Thornton Wilder in drama, and W.H. Auden in literature served on committees of the Department. Deane Edwards was executive director of the Department of Worship and Arts in 1951. Marvin P. Halverson was executive director from 1952 to 1962.

Halverson's resignation was prompted by the conflict of activities and responsibilities which occurred between the Department of Worship and the Arts and the Department of Church Building and Architecture, as well as the drama concerns of the Division of Christian Education. The NCC responded to this by conducting a major study of the situation through a Special Committee on the Council's Role in the Field of Religion and the Arts. The committee, chaired by Joseph Sittler, issued a report in 1963. The Department continued on for the next four years with no director and a minimal program consisting of a Children's Art Project and a Subcommittee on Science and Technology, a collaborative effort with the Department of Church and Economic Life.

In September 1966 the Department of Worship and the Arts was replaced by the Department of Church and Culture which was "responsible for developing in the churches an understanding of that change in our culture which is brought about by artistic innovation as well as scientific and theological discovery." The chief concern of the Department of Church and Culture was not the promotion of specific projects, but the encouragement of dialogue between church policy makers and planners and those in the arts and science and technology. Roger E. Ortmayer, who was executive director of the Department from 1966 to 1974, spent much of his time conducting elaborate worship services in the form of multi-media "happenings" and prepared the texts for a number of musical compositions performed at these events. In 1972 the Department of Church and Culture became a unit of the Division of Church and Society.

In 1970 the Department of Church and Culture (Series VI) became administratively responsible for two rather diverse interests of the NCC — Evangelism and Stewardship and Benevolence. Both of these units moved around considerably within the organizational structure of the NCC.

The Committee on Evangelism was the Joint Department of Evangelism from 1950 to 1957. From 1958 to 1964 it was the Central Department of Evangelism. In 1965 the Commission on Evangelism became part of the new Division of Christian Life and Mission. In 1967 it was placed under the Department of Church Renewal. Finally from 1970 to its dissolution in 1971 the Committee on Evangelism was an administrative unit of the Department of Church and Culture. The Committee on Evangelism, working with denominational evangelism staffs, conducted conferences and workshops; sponsored the National Christian Teaching Mission and the University Christian Mission; and was responsible for special programs such as World Wide Communion and Passenger Ships Chaplaincy Service. Through its program of Educational Evangelism it conducted projects such as the United Christian Youth Mission.

The executive directors of the Joint Department of Evangelism were Jesse M. Bader, 1951-1954, and Berlyn W. Farris, 1954-1957. Executive directors of the Central Department of Evangelism were Paul L. Sturges, 1958; Harold H. McConnell, 1959-1960; G. Paul Musselman, 1961-1963; and Colin W. Williams, 1964. Directors of the Commission and Committee on Evangelism were Ralph M. Holdeman, 1965-1971, and Thomas Weiser, 1967-1969.

The Committee on Stewardship and Benevolence was the Joint Department of Stewardship and Benevolence from 1950 to 1957. From 1958 to 1964 it was the Department of Stewardship and Benevolence of the Division of Christian Life and Work. In 1965 the Commission on Stewardship and Benevolence became a unit of the Division of Christian Life and Mission. In 1967 the Commission was placed under the Department of Church Renewal. From 1970 to 1971 the Committee on Stewardship and Benevolence was a unit administratively under the Department of Church and Culture. With the restructuring of 1972 an independent Commission on Stewardship was created in the NCC. The Committee on Stewardship and Benevolence provided direction and support to denominational stewardship agencies. It was concerned with topics such as stewardship education, promotion and interpretation, capital funds, wills and special gifts, program materials, and parish administration.

The executive director of the Department of Stewardship and Benevolence from 1951 to 1965 was Thomas K. Thompson. Nordan C. Murphy was director of the Commission and Committee on Stewardship and Benevolence from 1968 to 1971, and he remained as director of the Commission on Stewardship in 1984.

In the development of the structure of the Division of Christian Life and Mission, place was given to a variety of specialized agencies under the general heading of "Sections and Related Groups". Most of these bodies had a history in the NCC-and often in its predecessor the FCC- which preceded the founding of the DCLM in 1965. Two of them, Evangelism and Stewardship, were eventually incorporated into the DCLM Department of Church and Culture, and their records are retained there. "Related Movements" refers to autonomous bodies which maintain an organizational link with NCC. Often they began as integral parts of the NCC structure. One example of this is retained in Series VII, the National Farm Worker Ministry.

Church in Town and Country dates back to the FCC and represented the rural life concern of the Division of Home Missions in the NCC. It sponsored Rural Life Sunday and maintained active contact with the Department of Agriculture and with the various farmers' organizations such as the National Farmers Organization, the National Farmers Union and the Farm Bureau. During the DCLM period its director was Henry McCanna.

Indian Work directly continues work of the former DHM. Its director, Russell Carter was a respected and trusted figure in American Indian circles. A decision of the NCC General Assembly of 1969 created an Indian Strategy Task Force composed primarily of American Indians themselves in the place of the Indian Work Section, and Mr. Carter withdrew from the Section, transferring to the Section on Migrant Work. The Section was deeply involved with such groups as the American Indian Movement and the National Fellowship of Indian Workers. Struggles over the land rights of Native Americans are prominent in these files.

Migrant Ministries continued NCC and Home Missions Council concern for migratory workers. Out of its activities emerged the National Farm Worker Ministry, originating in the California Migrant Ministry and relating directly to the organizing work and national boycotts of the United Farm Workers Organizing Committee. Wayne C. (Chris) Hartmire initiated and headed this work.

Pastoral Services differs from all the other bodies in this series as it was formerly a part of the Division of Christian Life and Work, rather than the DHM. Its origins, also, were in the FCC. A distinctive area of work of this Section was its role in nominating chaplains for the federal prison system and its close relations with the Federal Bureau of Prisons. This Section did pioneering work in clinical-pastoral training. During most of its history in the DCLM, Pastoral Services was directed by Mark Shedron, himself a former prison chaplain.

Urban Life, earlier known as Urban Church, continued the work of the DHM. It conducted a series of urban training seminars under a grant from the Ford Foundation.

A Christian Ministry in the National Parks (Series VIII) was begun and has been continued by Warren W. Ost, who as a student at Princeton Theological Seminary worked summers as a bell hop at Yellowstone National Park. In 1952 the NCC agreed to incorporate his project of using college and seminary students engaged in summer jobs in the National Park system to perform pastoral and Christian educational functions on the side as a program of the Joint Department of Evangelism.

With a vigorous program of recruitment and in close cooperation with the National Park Service the program grew to include some thirty national parks and more than two hundred students. In a number of the parks a year-round ministry was maintained primarily for the isolated park staffs. Some materials for use by the students were published and distributed free of charge by Concordia Publishing House, an agency of the Lutheran Church-Missouri Synod, which is not a member of NCC. Participants in the program were required to attend a regional training course prior to beginning their work, and to submit a mid-summer and final report on it. Most of these reports up to 1960 are retained in the series. With the restructuring of 1965 this program was separated from the Department of Evangelism and became a Section of the DCLM.

Collection Overview

The papers of the Division of Christian Life and Mission, 1945-1973, are organized in the following eight series:

The files of the DCLW and DCLM (Series I) were received by the archivist in a chaotic state and it did not seem practical to attempt to restore their original order. The series indications on the list of folders is quite arbitrary and is motivated by the aims of clarity and accessibility. In some instances these goals remain remote. Since a large part of these files during the DCLM period are those of the former executive of the DHM there is considerable overlapping with the Division of Home Missions. The principle has been followed that any folder containing material from 1965 or later is retained in this group and files containing only earlier material are transferred to the DHM materials. Further material on such departments as Migrant Ministries will be found in the DHM files. There is also considerable overlapping between materials in this group and that in the files of the individual departments and commissions which follow. There is considerably less material before 1956 than after that date. There are many gaps in series of minutes and in collections of correspondence.

The Department of International Affairs, 1950-1972, (Series II) files are those of Walter W. Van Kirk, Kenneth L. Maxwell, Robert S. Bilheimer, and Ernest W. Lefever. The files of the Department are arranged in three major parts — General Files, Church Center for the United Nations, and Director of Vietnam Affairs. The first two parts are further arranged into administrative and alphabetical topical files. The files of the Vietnam Affairs office are arranged according to a decimal system used by that office. A copy of this filing system may be found in folder 1 of box 13, Guide to the Group. In addition to the three major parts, a number of files are arranged under the heading of Addenda. These materials complement the General Files.

The files consist of incoming and outgoing correspondence, memoranda, form letters, minutes, agenda, reports, financial statements, press releases, articles, bibliographies, itineraries, biographies, resolutions, newsletters, lists of delegates, programs, broadsides, pamphlets, and leaflets.

The General Files and Addenda concern a wide range of subjects including the World Order Study Conferences, Vietnam, refugees and immigration, the Middle East, Palestinian refugees, South Africa, China, disarmament, the United Nations, and foreign aid and economic policy.

The Church Center for the United Nations files relate to an ecumenical program operated by the NCC at the Center from 1966 to 1973. The files of the Director of Vietnam Affairs refer to the special office which existed from 1967 to 1971 to deal with issues raised by the Vietnam War. This series contains a small amount of material of the Department of Social Justice, the Committee on Religious and Civil Liberty, and the Committee on Social Welfare. Because of the volume of the material for the Committee on the Church and Economic Life and the Committee on Religion and Race, they have been treated as separate series within this record group.

The files of the Department of Social Justice (Series III) are quite limited. The administrative materials were salvaged from files recording mailings and duplication operations of the Department. The alphabetical files concern the Crisis in the Nation project and detail subjects such as the Poor People's Campaign, ghetto investment, rural economic development, and the National Black Economic Development Conference.

The files of the Committee on Religious and Civil Liberty are somewhat more extensive. A number of the files concern church-state relations, as well as subjects such as Amish schools, tax exemption, parochial schools, and Sunday laws. There are materials from the Herbster Committee which investigated the NCC's relations with the United States government in areas such as the use of government surplus and shipping by Church World Service.

The files of the Committee on Social Welfare are very sketchy. The material was drawn from files recording mailing and duplication operations of the Committee. There is little correspondence. There are rather complete files for the Committee's Denominational Executives Advisory Committee, which after 1967 was called the Social Welfare Section.

The Committee on Church and Economic Life, 1948-1970, files (Series IV) date primarily from 1951 to 1969. The files are chiefly those of Cameron P. Hall. There are also papers of Shirley E. Greene and a small amount of material from the files of Charles S. Spivey.

The series is arranged in five main parts which include Administrative Files, Topical Files, Conferences, Publications, and Addenda. The Topical Files and Addenda are both arranged alphabetically by subject, name of organization, or name of individual.

The files consist of incoming and outgoing correspondence, minutes, agenda, reports, budgets, financial statements, speeches, press releases, conference papers, policy statements, membership and delegate lists, newsletters, worship services, pamphlets, leaflets, and newspaper clippings.

The files concern a wide variety of subjects such as migrant labor, the minimum wage, the steel industry, inflation, unemployment, union membership, ethics, poverty, and agriculture. There are files detailing the National Study Conferences on the Church and Economic Life held at Pittsburgh in 1956 and 1962. The files also concern the Equal Opportunity in Employment Consultation and the 1966 North American Conference on the Ministry of the Laity in the World. A number of files relate to the Study Committee which sponsored the studies and publications in the field of ethics and economics.

The material within Series V, Department of Racial and Cultural Relations and Commission on Religion and Race, is quite limited both in volume and content. There are records for the Department of Racial and Cultural Relations, the Commission on Religion and Race, and the Racial Justice Section of the Department of Social Justice.

One of the largest and most detailed groups of files in the series concerns the Southern Project of the Department of Racial and Cultural Relations. This project, conducted from 1956 to 1964, was a response to racial tensions in the South following the United States Supreme Court ruling ending segregation in public schools. The Southern Project, under the direction of Will D. Campbell, acted as a liaison, advisor, and educator to individuals, churches, councils of churches, and denominations involved in racial issues.

The files of the Department of Racial and Cultural Relations also concern subjects such as Race Relations Sunday, desegregation, retreats of denominational workers in racial issues, the Interdenominational Institutes on Racial and Cultural Relations, voter registration, and racially inclusive churches and colleges. There is a file of the Interracial News Service dating from 1951 to 1965.

The files of the Commission on Religion and Race and the Racial Justice Section concern the Washington, DC, Civil Rights Assembly of 1964; the 1966 White House conference on civil rights; human rights loans; and bail and legal representation. There are files of the speeches and writings of Robert W. Spike and Benjamin F. Payton, as well as files concerning the ghetto investment program. There is also an almost complete file of the Commission’s minutes and reports of the Executive Director.

At the end of Series V is a group of files belonging to John McKee Pratt, legal counsel to the Commission on Religion and Race. The files contain documents relating to legal cases the NCC was involved in through its legal defense fund for civil rights workers. The files of the Department of Church and Culture (Series VI) contain records of the Department of Worship and the Arts, the Department of Church and Culture, the Committee on Evangelism, and the Committee on Stewardship and Benevolence. The files of the Department of Worship and the Arts concern subjects such as the Interchurch Center, the Air Force Academy Chapel, censorship, music and the church, and the Christian year.

The files of the Department of Church and Culture relate to subjects such as Key '73, the Electric Mass, experimental liturgies, worship services, and the Poor People's Theater. There are a number of files regarding the Committee on Church Planning and Architecture.

The files of the Committee on Evangelism concern subjects including leisure time, the Christian Approach to the Jews, the National Christian Teaching Mission, the Passenger Ships Chaplaincy Service, and the University Christian Mission. There are extensive files relating to the Educational Evangelism unit of the Committee. These files of Alva I. Cox are arranged alphabetically by subject and are concerned primarily with youth activities.

The files of the Committee on Stewardship and Benevolence concern topics such as environmental stewardship, capital funds, and church/family financial planning.

The bodies lumped together in Series VII have differing histories, and the files are fragmentary. They are also not uniform in the time period they represent. In general, bodies formerly a part of the Division of Home Missions, a predecessor of DCLM, are represented here by material dating from 1965, the time of the merger, earlier material being transferred to the DHM groups. One "Related Group", A Christian Ministry in the National Parks, has been separated from this series because of its bulk which is disproportionate to the rest.

Only a single folder of minutes in Series VIII represents the work of Hispanic American Ministries. Urban Life files are very scanty.

Series VIII, A Christian Ministry in the National Parks, contains correspondence relating to: church-state issues raised by the program; associations with churches and councils of churches in the park’s area; and relations to religious groups that are not members of the NCC. There is also very extensive material on student attitudes and activities in the 1950's and early '60's. Prominent figures outside the program contained in these records include Alfred G. Glass, pastor at Yosemite National Park (who Warren Ost regarded as his mentor and wrote the devotional booklet "Vacationing with God" about) and Charles M. Goethe, California businessman, involved in the early stages of the development of the national park system. There is also very substantial correspondence with the National Park Service, the concessionaires in the various parks who employed the students, and with local church committees formed of residents of each of the parks where the program was carried on.

The material retained in Series VIII cuts off with 1963. In 1972 the Christian Ministry in the National Parks separated from NCC and continues as a wholly independent but cooperative agency.

In the Guide folder will be found an organizational chart of DCLM and, because of its biographical interest, a copy of the Crater Lake report of 1953 submitted by the theologian Harvey Cox while still a theological student.

Processing Information

The archives of the National Council of the Churches of Christ in the United States of America were processed in 1980-1984 through two grants awarded to the Presbyterian Historical Society by the National Endowment for the Humanities. Work under the first grant was performed by Dr. Alan Thomson and under the second grant by Donald L. Haggerty.

The archives of the National Council of the Churches of Christ in the United States of America have been dated from 1950 to 1972; however, there is material dating from before and after this time period. Documents from the predecessor organizations date from as early as 1839. There is also a small amount of material found in the files from as late as 1975. The year 1972 was selected as a cutoff date for the archives because of the major reorganization which the NCC underwent at this time. The archives are arranged in the following record groups:
