Administrative History

The Board of Foreign Missions (PCUSA) was organized in 1837 as a result of General Assembly (Old School) action. Its creation marked the culmination of a discussion covering a period of years as to whether missionary operations should be carried on by voluntary societies, or by the Church in its organized capacity. Like its immediate predecessor, the Western Foreign Missionary Society, the Board's purpose was to convey the Gospel "to whatever parts of the heathen and anti-Christian world, the Providence of God might enable the Society to extend its evangelical exertions." From 1837 until 1862, the Board was a benevolent society of the Presbyterian Church, with no legal status. In 1862 the Board was incorporated by the state of New York.

Throughout the l9th and 20th centuries the Board directed the foreign and domestic missionary activities of the PCUSA. Under the Board's administration missions were established in Mexico, Central and South America, Africa, Syria, Persia, India, Siam, Laos, China, Japan, Korea, and to the Native American, Jewish, Chinese and Japanese populations throughout the US. Missions to the Native American and Jewish populations were transferred to the Board of Home Missions in 1893 and 1894 respectively. Oriental mission work was transferred to the Board of Home Missions in 1922.

The Board remained in existence until 1958 at which time its activities were transferred to the Commission on Ecumenical Mission and Relations of the newly formed UPCUSA. In 1972, as a result of reorganization within the Church, the foreign mission activities were placed under the direction of the Program Agency.

Collection Overview

Record Group 31 consists of incoming correspondence to the treasurers and secretaries of the Board of Foreign Missions. Some earlier materials from the Board's predecessor, the Western Foreign Missionary Society, are also included. The collection contains minutes, financial records and reports relating to the activities of the Board and its various committees and mission fields (notably Africa, Colombia, Brazil, China, India, Japan, Mexico, Persia and Papal Europe), and with other organizations (the American Board of Foreign Missions, the American Colonization Society, the American Indian Mission, the American Tract Society, the United Presbyterian Church of North America, and the Women's General Missionary Society). Materials relating to missionary applications and assignments and subscriptions to missionary publications can also be found.

The letterbooks in the last boxes contain outgoing correspondence, and there are outgoing letters scattered throughout the collection. All of the correspondence is indexed and the indices are included in their proper chronological place. The index numbering order is basically, but not thoroughly chronological in most series. Occasional items of correspondence are incomplete and appropriate notation was made in such items whenever possible. Some series are incomplete and appropriate notation was made on both folder and finding aid whenever possible. Some indices are missing, as noted. Unidentified indices are located in box 39, folder 23.

From 1872, correspondence is separated into "Secretaries" and "Treasurer's" categories. In the folder listing these are identified as either (S) or (T).

The collection is arranged chronologically.
