ADMINISTRATIVE HISTORY

In October 1940, the General Council established the Presbyterian United World Emergency Fund to meet wartime exigencies at home and abroad. At the General Assembly in 1941, the Presbyterian Emergency Service Commission was created to supervise the Church's work with personnel in the armed forces. During 1941-42 this commission assisted in the interviewing of potential chaplain candidates, helped finance a small number of churches in camp areas, and provided inspirational and devotional literature for servicemen. It also participated in certain interdenominational projects, established various service centers in Alaska and a Hospitality House at Aguadilla, Puerto Rico, and provided a corps of ministers to work in camp communities throughout the southern states.

At the General Assembly of 1942, the Presbyterian United World Emergency Fund was reorganized and replaced by the Presbyterian Wartime Service Commission. The Emergency Service Commission became a committee of this commission known as the Committee on Camp and Church Activities. Created in October of 1942, this committee continued the work of the Presbyterian Emergency Service Commission. Its concern for the welfare of the servicemen resulted in the creation of twenty-two Hospitality Houses throughout the US and Cuba, including four joint denominational operations, which served an estimated 1.5 million men. The Committee made appropriations to 151 local church projects, 23 interdenominational projects, 30 student projects, 2 special projects and 7 cooperative projects. With the conclusion of the war and vast numbers of veterans entering colleges and universities, the Committee provided for the appointment of former chaplains to certain universities in cooperation with the Department of University Work of the Board of Christian Education through the Westminster Foundation. The Committee also ministered to the wounded in Veterans' Hospitals and to prisoners of war via the International YMCA, as well as to those still on active duty. It aided in the rehabilitation of returning service personnel via conferences, seminars and other activities. In 1946, the Committee and the Presbyterian Committee on Army and Navy Chaplains merged to form the Committee on Chaplains and Service Personnel, which after 1958 became known as the Department of Chaplains and Service Personnel.

SCOPE AND CONTENT NOTE

Record Group 10 documents the various committees, commissions and departments, 1940-1975, established by the Presbyterian Church in the USA and later the United Presbyterian Church in the USA to deal with the recruitment, training and supervision of chaplains and their ministries to personnel in all branches of the armed forces. The collection consists primarily of the records of the Committee on Camp and Church Activities, 1942-46. Included are the Committee's minutes, correspondence and reports that deal with camp area, interdenominational and rehabilitational projects. The activities of the committee are documented extensively.

The minutes and correspondence of the Committee's predecessors are also included, i.e., the Presbyterian Committee on Army and Navy Chaplains, 1941-46; the Presbyterian Emergency Service Commission, 1941-42; the Presbyterian United World Emergency Fund, 1940-42; the Presbyterian Wartime Service Commission, 1942-45. These records are not as complete as those from the Committee on Camp and Church Activities.

The records of the Committee's successor, the Committee on Chaplains and Service Personnel, 1947-53, are also included and consist primarily of diverse meeting minutes. Within this series are the records of the Restoration Fund, 1947-53, which do extensively document via minutes and progress reports the Church's commitment to postwar reconstruction. After the establishment in 1958 of the United Presbyterian Church in the USA, the Committee on Chaplains and Service Personnel was reorganized as the Department of Chaplains and Service Personnel under the General Assembly. The records from this reorganization are incomplete and do not extensively reflect the Committee's/Department's activities during the 1950s and 1960s.

The collection is arranged as follows:

    SERIES 1: Presbyterian Committee on Army and Navy Chaplains, 1941-46

    This series comprises the Committee's minutes and correspondence. Also included are press statements, items pertaining to the Western Promotion Tour, chaplain lists, reports to the 156th and 15th General Assemblies, executive committee minutes and correspondence of the General Commission of Army and Navy Chaplains, and miscellaneous materials.

    SERIES 2: Presbyterian Emergency Service Commission, 1941-1942

    This series contains the executive and committee minutes of the Presbyterian Emergency Service Commission and related correspondence. Also included are program lists, statements of receipts and disbursements, press releases and miscellaneous materials.

    SERIES 3: Presbyterian United World Emergency Fund, 1940-1942

    Contained in this series are the minutes of the special and executive committee meetings of the Presbyterian United World Emergency Fund. Also included are the reports of the Administrative Secretary of the PUWEF, related correspondence, form letters, pledge cards, press releases, conference materials, publications, statements of receipts and disbursements, auditors' reports, scrapbooks and miscellaneous materials.

    SERIES 4: Presbyterian Wartime Service Commission, 1942-1945

    This series contains the minutes of the Presbyterian Wartime Service Commission, including executive committee and publicity committee minutes, statements of receipts and disbursements, and related correspondence.

    SERIES 5: Committee on Camp and Church Activities, 1942-1946

    This series consists of the executive and regular committee minutes of the Committee on Camp and Church Activities. Also included are camp/service pastor appointment lists, items pertaining to the history and activities of the Committee, camp area projects, Hospitality House files and galley proofs of "The Chapel Bell."

    Included within this series are the following subseries:
      Records of the Westminster Foundation, 1943-46. These include personnel data files and reports and reports and miscellaneous correspondence pertaining to various campus projects.

      Interdenominational projects, 1942-1946. These include rejected projects, projects currently in operation and monthly reports.

      Service Pastor Correspondence, 1942-1945.

      Camp Pastor Correspondence, 1943-1944. Discontinued and future interdenominational projects, 1942-1946.

      Monthly project reports, 1942-1946.

      Reports from Student Centers in Universities and Colleges, 1942-1946.

      Miscellaneous items, 1942-1946. These include financial reports, appropriations requests and reports, project reports and literature distribution lists.

    SERIES 6: Alphabetical Subject File, 1942-1960.

    This series contains an alphabetically arranged subject file that deals primarily with the Committee on Camp and Church Activities, though some later materials are included.

    SERIES 7: Committee on Chaplains and Service Personnel, 1947-1953.

    Contained in this series are the special, executive and committee minutes of the Committee on Chaplains and Service.

    Personnel and related correspondence and reports.

    Included within this series is a subseries on the Restoration Fund, 1942-1948. Contained are minutes, reports, correspondence, publicity releases and miscellaneous items.

    SERIES 8: Department of Chaplains and Service Personnel, 1954-1975

    This series contains some materials pertaining to the Joint Committee on Chaplains and Service Personnel as well as the minutes, reports, correspondence, budget sheets and ledgers from the Department of Chaplains and Service Personnel.
